question: Approaching Launceston by day from Flinders Island, the Launceston NDB rated coverage is -
I used the coverage for over land because Launceston is not directly along the coast... but answer uses over water coverage...

That's a good question. I don't know of any hard and fast rule saying which rated coverage to use if the signal has arrived at the aircraft over water while part of its passage has been over land, however I have advised students that if the aircraft is actually over water at the time, use the over water range. That seems to work because it looks like CASA mark that as the correct answer.
